BURLINGTON -- An off-duty Halton Regional Police officer in Burlington is facing domestic violence charges.
An investigation into the officer and her former common-law husband of two years has led to Const. Melanie Fedun being charged with sexual assault, forcible confinement and three counts of assault. She'll be in a Milton court on April 23.
Fedun has been with the force for eight years. She is now suspended with pay.

Fedun was not a very liked person in the force. That is why the service chose to publicize her name. Usually this is an initiative the service would prefer to avoid. Her current fortunate situation of being suspended with pay for an alleged, and charged crime is a result of the union or association assisting in the matter. It's unfortunate sworn officers receive such priveleges. Why is she being paid if charges have already been laid ? There have been many cases where a chief's complaint, even without charges being laid gets employees suspended without pay and in certain cases terminated. There is an unfair balance of power and representation in this service based on which dept. you're in, your demographic, and who you know. Although there are visible minorities in the service, they are pretty much designated to only certain dept's for a matter of convenience for the service on a P/R basis. A large number of dept's will not embrace a visible minority in their group for reasons of a brotherhood based structure. It would be very interesting to realize statistics in the service which dept's have visible minorities currently and as well if they every had in the past. Like most government entities, there will always be a struggle among individuals for their empire. In this service, there is only 1 - the chief's. If you're not part of his agenda, he'll break you quicker than the time it takes to pull the trigger on a service pistol. The service conveys itself as community policing. What they fail to mention is "focused community policing". In Halton, there are neighborhoods consisting of a certain elite class. These silos unquestioningly receive priority 1, quality 1 policing given residence influnce in their respective community. Other, lower income communities in Halton do not receive the same policing resources as such, and unfortunately as a result is indirectly promoting territorial crime while keeping it contained within these less desirable neighborhoods. It would be interesting to pull response time statistics on a zone by zone basis for the last 12, 24, and 36 months to realize historical trends vs. funding vs. division growth vs. per capita population. I assure you the results will produce a highly prejicial outcome which may actually have certain leaders of their empires answering to the citizens they are hired to protect and serve.
